Brad Turman, P.E.

Founder | Member | J.B. Turman Engineering, PLLC

Co-Founder | Executive Vice President | Turman Morton, Inc.

Mr. Turman founded J.B. Turman Engineering, PLLC in 2010 and co-founded Turman Morton, Inc. in 2017. Mr. Turman grew up in a family that made a living constructing bridges in West Virginia and has over 21 years of experience in engineering consulting for the West Virginia Department of Transportation, Division of Highways.

 

Mr. Turman is an accomplished manager and designer with extensive experience in the management of roadway and bridge projects to include design-bid-build, design-build, preliminary studies, value engineering, and final design, detailing and cost estimating.

Mr. Turman led his team in the successful design of the first press break tub girder to ever be constructed in the state of West Virginia in 2019. Mr. Turman has a Bachelor or Science Civil Engineering degree from West Virginia Institute of Technology and is currently licensed to practice engineering in West Virginia, Ohio, Kentucky, and Pennsylvania.

Mr. Morton joined J.B. Turman Engineering, PLLC in 2015 and co-founded Turman Morton, Inc. in 2017. He specializes in transportation engineering, drainage design, hydraulics, water and wastewater engineering, site development, and highway and bridge construction. He also specializes in turnkey design/build contracting for large highway and bridge construction projects.

 

Mr. Morton has over 21 years of engineering consulting experience for the WVDOH, local PSD’s and municipalities and over 25 years of construction experience. He received his Bachelor of Science in Civil Engineering degree from West Virginia University Institute of Technology (WVU Tech) in 1998 and is currently licensed to practice engineering in West Virginia, Ohio, and Pennsylvania.

Ms. Booten has over 4 years of experience in roadway, bridge, right of way, and utility engineering design projects.  Engineering design experience includes roadway and bridge horizontal and vertical geometry, 3D and corridor modeling, roadway and bridge superelevation, roadway maintenance of traffic plans, pile lagging retaining walls, roadway drainage, sanitary sewer design, right of way plan development, contract duration estimates, and total project cost estimates. 

 

Ms. Booten has a Bachelor of Science Civil Engineering degree from West Virginia Institute of Technology.

Mr. Hayes has over 16 years of experience in engineering consulting for the West Virginia Department of Transportation, Division of Highways.

 

Mr. Hayes is an accomplished manager and designer with experience in the management of roadway projects to include design-bid-build, design-build, preliminary studies, value engineering, and final design, detailing and cost estimating. Mr. Hayes has experience in bridge inspection and is a Team Leader in West Virginia and Virginia.   

 

Mr. Hayes has a Bachelor of Science Civil Engineering degree from Ohio University.

Evan Herrell, P.E.

Mr. Herrell focuses his work as a structural design engineer where he has over 6 years of experience. Mr. Herrell is an accomplished manager and designer with extensive experience in the management of roadway and bridge projects to include design-bid-build, design-build, preliminary studies, value engineering, and final design, detailing and cost estimating.

 

Mr. Herrell led his team in the successful design of the WVDOH, Baisden Family Memorial Bridge in Mingo County, WV as well as the South Branch Valley Railroad Bridge Replacement for the WV State Rail Authority. He is a certified bridge inspector with the National Highway Institute and has received a Transportation Engineering Technologist, Level V certification with the State of West Virginia.

 

Mr. Herrell has a Bachelor of Science Civil Engineering degree from Marshall University and is currently licensed to practice engineering in West Virginia.
