DATA CENTERS & Industrial Site DEVELOPMENT
Integrated Engineering, Permitting, Surveying & Construction for Complex Sites
J.B. Turman Engineering, PLLC and affiliated Turman Morton, Inc. provide the civil engineering, environmental permitting, land surveying and heavy civil construction capabilities required to develop large, infrastructure-intensive sites throughout West Virginia.
From early site feasibility and conceptual planning through design, permitting, construction layout and field coordination, our teams bring practical experience with the terrain, infrastructure constraints, regulatory agencies and approval processes that shape major developments in West Virginia.
For data centers, industrial facilities and other large-scale developments, that experience provides owners and developers with local engineering and construction resources capable of supporting a project throughout its development.

Together, J.B. Turman Engineering (JBT) and Turman Morton provide complementary engineering, permitting, surveying and construction capabilities for site-development and infrastructure projects. JBT combines site-development expertise with decades of roadway, bridge, drainage, utility and WVDOH infrastructure experience, preparing and coordinating stormwater, erosion-control, drainage and NPDES requirements with grading, site design and construction.
For specialized environmental requirements, JBT coordinates with established environmental resources to address stream and wetland impacts, protected species, cultural and historic resources, and related environmental commitments. Turman Morton holds a West Virginia surveying Certificate of Authorization, General Engineering contractor license WV058183 and WVDOH contractor prequalifications, and reports a 0.84 EMR.
Engineering, surveying and construction services are normally contracted separately but may be coordinated under an appropriate design-build delivery method.

Experience Relevant to Data Center & Industrial Development
Pepsi Facility Site Development | Ona, West Virginia
J.B. Turman Engineering provided comprehensive civil engineering and site-development services for the Pepsi facility in Ona, including survey, site layout, grading and earthwork design, stormwater drainage, erosion and sediment control, WVDEP NPDES permitting, US 60 access and WVDOH coordination, water and sewer design, construction layout and contract administration.
Operational Access Modeling
JBT also used 3D design-vehicle modeling to demonstrate how tractor-trailers could enter the property from US 60 and maneuver through the facility. The modeling helped inform entrance geometry and internal circulation decisions.

Relevant capabilities demonstrated: industrial site planning, grading, earthwork, utilities, drainage, permitting, highway access, heavy-vehicle circulation and construction support.
Coridoor H Mackeyville Interchange
JBT serves as a design subconsultant to GPI for roadway and drainage design on US 48 Segments 00 and 01 in Tucker County. The project involves complex interchange and roadway design, approximately three million cubic yards of excavation, extensive drainage design, and development of erosion and sediment-control plans within challenging West Virginia terrain.
The work requires engineering solutions that account for highly sensitive environmental conditions and regulatory requirements, along with close coordination among the client, multiple consultants and construction stakeholders.

Relevant capabilities demonstrated: major roadway and interchange design, mass-earthwork design, complex drainage systems, erosion and sediment-control planning, environmentally sensitive design, multidisciplinary coordination and successful delivery of large, complex engineering projects.
I-64 Culloden Interchange
JBT provides CEI services for the $32.3 million Cabell-Putnam County project. Three full-time JBT employees represent WVDOH in roadway, bridge, drainage, earthwork, documentation and construction coordination.
Relevant capabilities demonstrated: large-project construction engineering, field coordination, earthwork, drainage, documentation and QA.

Heavy Civil Construction
Peter Cave Bridge | Wayne County, West Virginia
Turman Morton is the WVDOH contractor for the $2.3 million Peter Cave Bridge project. The work demonstrates heavy-civil coordination, structural construction and steel-girder erection in constrained West Virginia terrain.
Relevant capabilities demonstrated: heavy civil construction, structural work, site coordination and construction in challenging terrain.
Teaberry Mullins Memorial Bridge | Logan County, West Virginia
Turman Morton, Inc. is the prime contractor for the approximately $8 million rehabilitation of the Teaberry Mullins Memorial Bridge, carrying US 119 over the CSX railroad in Chapmanville, WV.
The project includes new steel-girder superstructure in a horizontal curve, structural-concrete repairs, bearing replacement, approach slabs, abutment modifications and associated roadway work. Construction is being phased to maintain traffic on US 119 and requires extensive coordination with WVDOH and CSX for work over active railroad tracks.
Relevant capabilities demonstrated: multimillion-dollar contract management, phased bridge construction, maintenance of traffic, railroad coordination, structural steel and concrete, job site safety and complex scheduling.

Surveying at Infrastructure Scale
Turman Morton provides surveying, construction layout and verification capabilities for major infrastructure projects.
Eugene A. Carter Memorial Bridge | Charleston, West Virginia
Turman Morton has been selected to establish more than 4,000 points along beam-line locations before bridge-deck removal and verify those locations following removal.
The nighttime assignment takes place along one of West Virginia's busiest highways.
Relevant capabilities demonstrated: precision surveying, large-scale construction layout, verification and field operations within demanding project environments.
Environmental Permitting for Major Sites
Major industrial and data center developments can require extensive coordination among grading, drainage, erosion control and environmental permitting.
JBT prepares SWPPPs, erosion and sediment-control plans, discharge-point drainage analyses and WVDEP NPDES permit documents for major projects.
Pineville Connector and Corridor H Waites Run Road projects
JBT's work includes SWPPPs, erosion and sediment-control plans, pre- and post-construction drainage calculations for discharge points, grading-plan integration and WVDEP NPDES permit modifications. On Pineville, this work coordinates approximately 1.2 million cubic yards of proposed excavation placement with established disturbance limits and permit conditions, and approximately 3 million cubic yards for Waites Run.
JBT works with Decota Consulting Company, Inc. as an environmental subconsultant on these projects, addressing stream impacts, wetlands, U.S. Fish and Wildlife Service coordination, cultural and historic resources, and portions of erosion and sediment-control design.
Relevant capabilities demonstrated: environmental permitting, large disturbance areas, mass excavation, stormwater management, regulatory coordination and integration of permitting requirements with engineering design.
West Virginia Experience for Complex Site Development
J.B. Turman Engineering combines site-development capabilities with extensive experience in West Virginia roadway, bridge, drainage, utility and transportation infrastructure.
That experience is particularly relevant to large data center and industrial developments where the project extends beyond the building footprint. Site access, mass grading, stormwater, utilities, permitting, transportation infrastructure, environmental constraints and construction coordination all influence whether a site can be developed efficiently.
JBT's principals remain directly involved in planning, design, permitting, constructability and field coordination, providing owners and developers with experienced engineering leadership throughout the project.
Working alongside Turman Morton, JBT can also coordinate surveying and heavy civil construction resources when appropriate to the project's delivery method.
